Manny, I've been on the road with no free time and have caught fish at lakes by rest stops and truck stops. Even on that last tour, when sometimes we would bus (which was always preferable to flying) I would ask the bus drivers where they were planning to stop for a lunch break (we would get an hour on a longer trip). A quick check on google earth often revealed fishable water right near the stop. I would have someone pick up a sandwich for me and I would head for the water with my pack rod. That's when I would chance it and fish for a few minutes without a license. And that's when authorities will be most sympathetic, when you tell them your life is on the road and those few minutes are all you have and you're going to release everything.
CJ I know you get it and understand what I am talking about. I was just simply trying to come up with a legal way to do just that!

Hey, I took a rod like this to florida:

 http://www.ebay.com/itm/shakespeare-collapsible-rod-and-reel-combo-Model-SPT46-46-/120828022668?pt=LH_DefaultDomain_0&hash=item1c21e94f8c

It worked fine. I made a little kit that had some rubber lures and spoons.

I went salt water shore fishing and caught some whiting fish. In PA, I used as well when I saw some friends at the poconos.  I wasnt worried at all about getting a ticket.  I hear ya about getting a ticket, But think about it, a license costs maybe $25,.... a ticket $100, so if you get caught 1 out every 4 times, it balances out. I reaaly doubt you'll get caught 1 out 4.  Have you been carded?? while fishing??

Yeah I have a collapsible rod as well but I don't travel with it because I don't fish without a license.
