Like danboy said, Muscoot is a good lake to start.  Either south of the Goldens Bridge train station or off of rt. 100 south of the Somers Highway Dept.  these areas generally freeze first.  You will see many others there and may not even have to drill due to all the other holes already there.  Bring a hammer to open the holes if they are frozen over.  Obviously you will nned an auger at some point if you get the itch to stick with ice fishing.

Muscoot is a good place to start but a word of caution... I drove by last season during december and saw guys out there by plum bridge so i stopped cause i had my jig pole.  Turned out it was a couple russians who were walking on 2 inches of ice that cracked with every step.  Being a big guy i didnt dare.  But i recommend waiting til there is a little more ice.  So guys are crazy

I wouldn't worry about the Russians. From what I gather, they really know what they are doing when it comes to ice fishing.
