Does anybody know if the DEP transfers boats in the off season ?

Yes they do. I did one in December.
If no steam cleaning is involved it's no problem.

I assume this is for ownership.  It has to go thru Kingston now I think.  I tried calling Mahopac and they are closed for thes eason and had a number on the message to call Kingston for East of Hudson inquiries.  Just an FYI.
